What laws or regulations govern summer youth programs?  

At the University of Maryland, most summer youth programs meet the requirements to be licensed by the Maryland Department of health. More information about the regulations can be found at :

What type of background checks are required?

The University of Maryland expects all youth programs and camps to lead by example and demonstrate a commitment to safety. As a youth program coordinator, you play a critical role in ensuring the safety of underage children on our campus. To ensure that your program meets all safety criteria, complete the following steps:

The University of Maryland is committed to the safety of all individuals in its community. Procedures and guidelines have been established for those who may work or interact with individuals under the age of 18, with the goal of promoting the safety and wellbeing of minors.

  • A State employee involved in an accident within the scope of the employee's public duties is immune from suit and judgment if the accident occurs in Maryland. The employee may have such immunity if the accident occurs in another state.

A Notice of Claim form should be completed each time an individual files a claim or suffers a loss or injury to oneself or to that individual's personal property.

Completion of the Notice of Claim initiates the claim process with the Maryland State Treasurer's Office.

Procedure for Insurance Recovery of Loss or Damages to Property

After the Accident

  1. Within 24 hours, the accident must be reported to the Department of Environmental Safety, Sustainability and Risk Insurance Coordinator, (301) 405-3961. You may fax the report at (301) 405-9294 or deliver the form in person. Motor Vehicle Accident Reporting Form may be found in the glove box in all State vehicles.

The University of Maryland is a self-insured agency of the State of Maryland for Liability and Property Coverage. The State self-insures a significant portion of its exposures and maintains the State Insurance Trust Fund to pay claims and the costs associated with handling those claims. Self-insurance coverage includes State-owned real and personal property, vehicles, and liability claims covered under the Maryland Tort Claims Act.
